RELATING TO POLICE REPORTS.

Allows surviving immediate family members of deceased persons where law enforcement initiated an investigation to receive a copy of the closing report prepared by the investigating police department after a specified period of time.

Prohibits police departments from acquiring certain types of military equipment and using certain types of equipment on protesters and demonstrators.

RELATING TO THE UNIFORM RECOGNITION AND ENFORCEMENT OF CANADIAN DOMESTIC-VIOLENCE PROTECTION ORDERS ACT.

Enacts the Uniform Recognition and Enforcement of Canadian Domestic-Violence Protection Orders Act.

SB 2514

      Status & Testimony

RELATING TO PROBATION.

Creates a good time credit system, by which criminal defendant on probation may reduce their time on probation through compliance with conditions of probation.  Provides that a condition of probation that prohibits unnecessary associations may only apply with respect to certain persons having a connection to the underlying crime or the prosecution of the crime.  Provides that a condition that prohibits the possession or use of alcohol or unauthorized drugs may only be imposed if it reasonably related to the crime for which the defendant was convicted.  Provides that substance abuse treatment shall not be required of a defendant on probation if a program is not available in the county of the defendant's residence or if the defendant has not been accepted into a program.  Prohibits incarceration for certain technical violations.

SB 2515

RELATING TO PAROLE.

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public.

RELATING TO THE POWER OF ARREST.

Updates the list of federal agencies whose law enforcement officers may make arrests for certain offenses under state law by adding United States Immigration and Customs Enforcement-Homeland Security Investigations and deleting United States Citizenship and Immigration Services from the list.  Updates references to the titles of the heads of the district offices for the listed federal agencies and the names of these agencies, including United States Customs and Border Protection.

SB 3043

      Status & Testimony

RELATING TO FIREARMS.

Amends section 134-2, Hawaii Revised Statutes, to increase the time a permit to acquire a firearm can be used from 10 days to 30 days.  Amends section 134-3, Hawaii Revised Statutes, to eliminate physical inspection of firearms generally, but requires physical inspection of firearms brought into the State, firearms involved in private sales or transfers, and firearms and firearm receivers with engraved or embedded serial numbers.

SB 3140

      Status & Testimony

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT MANDATORY REPORTING.

Creates a new section under chapter 329, Hawaii Revised Statutes, to require the holder of a controlled substances registration to immediately report orally the theft, embezzlement, fraud, or diversion of a controlled substance in the holder's inventory.  Requires the submission of a written report to the administrator of the Narcotics Enforcement Division that provides all information related to the theft, embezzlement, fraud, or diversion of controlled substances in the holder's inventory, including but not limited to, records, reports, and any image, film, video, or other electronic medium.  Establishes a misdemeanor penalty for a person who prevents another from reporting, or who knowingly fails to provide information as required.

SB 3141

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates the Uniform Controlled Substances Act, chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required by section 329-11, Hawaii Revised Statutes.

SB 3211

      Status & Testimony

RELATING TO PUBLIC SAFETY IN RURAL DISTRICTS.

Appropriates funds to the County of Hawaii for the plans, design, and construction of a Hawaiian Ocean View Estates police substation.  Requires the County of Hawaii to match funds appropriated on a dollar-to-dollar basis.
