RELATING TO THE ROOM CONFINEMENT OF MINORS. Establishes conditions and time limits for placing a minor in room confinement at a detention or shelter facility. Effective upon approval.

RELATING TO CORRECTIONAL FACILITIES. Repeals the authorization for the Governor to negotiate with any person for the development or expansion of private in-state correctional facilities. Prohibits the establishment of private correctional facilities within the State. Allows the governor to enter into a contract with a private entity to construct correctional facilities on public or private lands for the benefit of the State if the facilities are operated by the Department of Public Safety. Repeals the authorization of the Governor to enter into a contract with a private entity for the lease or purchase of correctional facilities the entity constructs.

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM. Clarifies that the comprehensive offender reentry system provides programs and services that result in the timely release of inmates on parole when the minimum term, rather than the maximum term, has been served by the inmate.

RELATING TO OFFENDER REENTRY. Appropriates funds for a program named Project Reset which will help prisoners with reentry, rehabilitation, employment, and housing post-sentence.

RELATING TO OFFENDER REENTRY PROGRAMS. Requires the Department of Public Safety to expand existing model programs to make more quality correctional education courses available to interested inmates. Requires the Department of Public Safety to reward inmates who participate in or complete correctional education programs while incarcerated with subsidized health insurance, housing, or tuition after release. Expands existing vocational and work furlough programs and establishes earn and learn apprenticeships which allow eligible inmates to work towards licensure under supervised apprenticeships while getting paid. Appropriates funds.

RELATING TO PUBLIC SAFETY. Requires the Auditor to conduct a management audit of the Corrections Division of the Department of Public Safety. Appropriates moneys.

RELATING TO PRISONS. Establishes within the Department of Public Safety a working group to reduce recidivism by providing business education to inmates. Appropriates moneys.

RELATING TO PUBLIC SAFETY. Mandates that there be a community-based work furlough program for all incarcerated women in the State. Appropriates funds.

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM. Requires the Offender Reentry Office of the Department of Public Safety to develop and implement a risk needs assessment tool that is specifically intended to assess the needs of female offenders. Requires a report to the Legislature.

RELATING TO RISK AND NEEDS ASSESSMENT FOR FEMALE OFFENDERS. Requires the Department of Public Safety to develop and conduct a pretrial female risk and needs assessment tool to measure the female offender's risk to flight, reoffend, or harm the community, and shall consider factors important to women when considering their risk to reoffend and treatment needs.

RELATING TO WOMEN'S COMMUNITY CORRECTIONAL CENTER. Makes an appropriation to further the practice of huikahi restorative circles at the Women's Community Correctional Center.

RELATING TO SEARCHES OF FEMALE INMATES. Requires pat downs and searches of female inmates be conducted by a female correctional facility employee unless the prisoner presents a risk of immediate harm to herself or others or risk of escape. Prohibits male correctional facility employees from entering areas where female inmates may be in a state of undress including, but not limited to, restrooms, shower areas, or medical treatment areas, unless an inmate in the area presents a risk of immediate harm to herself or others or if there is a medical emergency in the area. Requires any prohibited search, pat down, or entry by a male correctional facility employee be documented within three days of the incident, reviewed by the warden, and retained by the institution for reporting purposes.

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM. Amends section 353H-32, Hawaii Revised Statutes, to clarify that the Department of Public Safety's role is to work with the Department of Transportation and county Examiners of Drivers to assist inmates in procuring civil identification necessary to transition into the workforce, access social services, and secure housing, rather that issue civil identification cards.
