RELATING TO HURRICANE PREPAREDNESS. Establishes the safe home program to provide matching and nonmatching grants for installation of wind resistive devices to single-family, owner-occupied, residential properties in certain circumstances. Creates a permanent position within the insurance division of the department of commerce and consumer affairs to implement and administer the safe home program. Appropriates funds.

RELATING TO SOVEREIGN IMMUNITY. Amends section 662-15, Hawaii Revised Statutes, to provide that chapter 662 shall not apply to any claim that an act or omission caused or contributed to, directly or indirectly, a person contracting coronavirus disease 2019 (COVID-19) or its variants. Provides for retroactive application to January 1, 2020. Provides that any waiver of sovereign immunity with respect to claims that an act or omission caused or contributed to, directly or indirectly, an individual contracting COVID-19 or its variants that accrued on or after January 1, 2020, is expressly withdrawn.

RELATING TO THE EMERGENCY MANAGEMENT ASSISTANCE COMPACT. Repeals chapter 128F, Hawaii Revised Statutes (HRS). Creates a new, appropriately designated chapter in the 127A series of HRS chapters to reincorporate the Emergency Management Assistance Compact.

RELATING TO EMERGENCY MANAGEMENT. Amends sections 127A-1(a), -2, -3(e), - 12(b), - 16(e), -19(a), (b), and (c), Hawaii Revised Statutes, to be consistent with the current practices, policies, and procedures of the State Emergency Management Program and with the prevailing emergency management best practices. Adds wordings that highlight the intent of the State, Governor, and emergency management agencies to address environmental and climate impacts on emergency management.

RELATING TO THE UNIVERSITY OF HAWAII SEA GRANT COLLEGE PROGRAM. Appropriates moneys for the continued operation and disaster preparedness outreach efforts of the University of Hawaii Sea Grant College Program.

RELATING TO HEALTH. Appropriates moneys for coronavirus disease 2019 pandemic mitigation, including vaccinations, distribution of supplies, testing, monitoring, reporting, and related staffing.

RELATING TO MEDICAID PATIENT CARE. Appropriates moneys to provide one-time enhanced payments of 15% to each nursing facility caring for Medicaid patients to assist with pandemic-related costs and lost revenues.

RELATING TO PANDEMIC LEAVE. Provides for paid leave for certain employees required to stay home from work or prohibited from returning to work because of COVID-19 exposure who submit to a test within three days of being notified of the exposure and receive negative test results.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
