RELATING TO PROFESSIONALLY LICENSED OR CERTIFIED GOVERNMENT EMPLOYEES. Clarifies that the State shall be exclusively liable for claims for injury or loss of property, or personal injury or death, resulting from the negligent or wrongful act or omission of any professionally licensed or certified employee of the State while acting within the course and scope of the employee's office or employment. Precludes civil actions or proceedings for money damages against the employee, except for claims based on liability other than an employee's course and scope of employment with the State or other employer. Clarifies liability when the State agrees to assume full or partial responsibility in a civil action against a professional licensed or certified employee. Effective 7/1/2050. (HD1)

RELATING TO MANDATORY ETHICS TRAINING. Requires state legislators and employees to complete mandatory ethics training courses every four years, subject to certain requirements. Effective 7/1/2023. (HD1)

RELATING TO COLLECTIVE BARGAINING. Requires the representative of labor on the Hawaii labor relations board to be a person selected by a majority of the exclusive representatives of the collective bargaining units. Provides a timeframe for the governor to appoint the representative of labor following submission of the nominee's name. Effective 12/25/2040. (HD2)

RELATING TO WORKFORCE DEVELOPMENT BOARDS. Amends the Hawaii Revised Statutes to change the workforce development council to the workforce development board. Requires the board to develop written conflict of interest policies consistent with federal law. Amends the composition and powers of the board. Makes other conforming amendments. Effective 12/25/2040. (HD1)

RELATING TO THE UNEMPLOYMENT COMPENSATION TRUST FUND. Establishes an unemployment compensation insolvency special fund to be expended solely to resolve an unemployment compensation trust fund insolvency emergency declared by the Governor. Permits the Governor to declare an unemployment compensation trust fund insolvency emergency and to expend moneys from the special fund if the Director of Finance determines that the trust fund balance is insufficient to meet the State's obligations. Appropriates moneys into the unemployment compensation insolvency special fund. Effective 12/25/2040. (HD1)

RELATING TO THE ADEQUATE RESERVE FUND. Amends the definition of "adequate reserve fund" to exclude the benefit cost rate from June 2020 through August 2021, effective for calendar years 2023 through 2030. Effective 12/25/2040. (HD1)

RELATING TO EMPLOYMENT PRACTICES. Prohibits an employer from entering into or requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault occurring in the workplace, at work-related events, between employees, or between the employer and an employee.
