RELATING TO CONTRACTORS. Clarifies that a licensed specialty contractor may perform incidental and supplement work in crafts or trades other than in which the specialty contractor is licensed, provided that the incidental and supplemental work involves other trades directly related to and necessary for the completion of the project undertaken by the licensed specialty contractor pursuant to the scope of the specialty contractor's license and shall not exceed more than five per cent of the licensed specialty contractor's total work on the project.

RELATING TO HAWAII RETIREMENT SAVINGS. Establishes the Hawaii Retirement Savings Program, administered by the Hawaii Retirement Savings Board, in consultation with the Department of Budget and Finance and Department of Labor and Industrial Relations, to provide a state-facilitated payroll-deduction automatic enrollment individual retirement plan to private sector employees who do not have access to employer-sponsored retirement savings plans beginning 7/1/2024. Appropriates funds.

RELATING TO FAMILY LEAVE. Provides employees with up to eight weeks of paid family leave during the first year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and eight weeks of paid family leave to care for the individual's family member with a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Repeals chapter 398, Hawaii Revised Statutes. Appropriates funds to the Department of Labor and Industrial Relations.
