RELATING TO NOISE CONTROL. Authorizes county liquor commissions and liquor control adjudication boards to revoke or suspend; deny the application, renewal, or transfer of; or withhold issuance of a liquor license when the licensee or applicant fails to take corrective action to address noise complaints or violations. Sets maximum permissible noise levels in dBC measurements for noise emitted by establishments licensed to sell liquor and clarifies that emission of noise that exceeds the maximum permissible noise level constitutes a noise violation. Authorizes law enforcement officers to enforce noise violations by issuing summons or citations. Effective 7/1/2060. (HD1)

RELATING TO THE STATE PROCUREMENT POLICY BOARD. Requires the governor, president of the senate, and speaker of the house of representatives to each appoint two members to the state procurement policy board. Clarifies the experience requirements for members of the board. Repeals the procurement policy board nominating committee. Effective 7/30/2075. (HD1)

RELATING TO THE SUNSHINE LAW. Provides that the mandatory disclosure of the names of persons who are physically with a board member attending a remote board meeting applies only to the disclosure of the names of adults, and not minors, who are physically with the board member at a nonpublic location, unless the minor has a private interest with any issue before the board. Effective 7/1/2112. (HD1)

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Establishes that intentionally providing false information concerning the name or address of a person paying for a campaign advertisement is a class C felony. Increases from four years to ten years the period during which a person convicted for a criminal violation of campaign finance law shall be disqualified from holding elective office. Establishes that the exercise of enforcement authority by the attorney general or prosecuting attorney may be the basis for prosecution of campaign finance law violations. Repeals certain exemptions from criminal prosecution for campaign finance violations. Effective 7/1/2112. (HD1)

RELATING TO PUBLIC AGENCY MEETINGS. Requires that any electronic audio or video recording of a board meeting be kept as a public record, but clarifies that only one version of any recording must be kept. Removes the requirement that a written summary must accompany any minutes that are posted in a digital or analog recording format. Effective 7/1/2112. (HD1)

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT. Proposed HD1: Amends the driver's license revocation period for first-time offenders convicted of operating a vehicle under the influence of an intoxicant and people who do not install an ignition interlock device. Allows early termination of driver's license revocation. Requires any person operating a vehicle with an ignition interlock device to have government-issued identification in their immediate possession. Amends the lookback period and sentencing requirements for violations of operating a vehicle after license and privilege have been suspended or revoked. Amends the offense of circumventing or tampering with an ignition interlock device to include obscuring the camera lens or not providing a picture of the driver and extend the lookback period. Effective 1/1/2050. (PROPOSED HD1)

DECISION MAKING
The following measure(s) were previously heard on March 30, 2022. No public testimony will be accepted.
RELATING TO CATALYTIC CONVERTERS. Requires licensed used motor vehicle parts dealers to keep records of purchases and sales of catalytic converters and requires the sellers to file a written statement that the seller has the lawful right to sell and dispose of the catalytic converter. Establishes the felony offense of theft of catalytic converter. Increases the penalty for engaging in the business of purchasing or selling used motor vehicle parts and accessories without a license. Requires scrap dealers to keep records of purchases and sales of palladium, platinum, and rhodium. Exempts licensed scrap dealers from certain requirements when transacting the sale of catalytic converters with other licensed commercial vendors. Requires all scrap dealers to pay for palladium, platinum, and rhodium, and used motor vehicle parts dealers to pay for catalytic converters, by check. Requires each county police department to establish a database to collect and maintain reported information and to initiate education programs to encourage residents to take personal measures to prevent catalytic converter thefts. Effective 1/1/2050. (HD1)

RELATING TO PUBLIC WORKS. Imposes penalty on both the person and firm upon finding of repeat violations of state law governing wages and hours of employees on public works. (HD1) |

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
