Clarifies applicable reimbursement to the State or defendant for expert witness fees, as it pertains to testimony, preparation, and in-court attendance in state court criminal proceedings. Increases per diem payments for all witnesses. (SD1)

RELATING TO JUROR COMPENSATION. Increases compensation for a juror or a prospective juror from $30 to $50 for each day of attendance at court. Effective 7/1/2050. (SD2)

RELATING TO ELECTRONIC EAVESDROPPING. Amends provisions relating to electronic eavesdropping. Requires law enforcement entities to obtain a search warrant before accessing a person's electronic communications in certain circumstances. Amends notification requirements of a law enforcement entity's access to electronic communications to allow for discovery in criminal cases.

RELATING TO TOBACCO MANUFACTURER QUALIFIED ESCROW FUNDS. Provides a mechanism to assign non-participating tobacco manufacturers' qualified escrow account balances to the State. Provides a mechanism for the financial institution acting as the escrow agent of the qualified escrow account to petition the courts to authorize transfer of funds to the State when the qualified escrow account is abandoned. RELATING TO MARRIAGE LICENSES. Establishes a $25 fee for all licenses to solemnize a marriage to be deposited into the vital statistics improvement special fund. Requires the Department of Health to account for the collection and deposit of the fee into the vital statistics improvement special fund. Repeals fees related to obtaining a license to solemnize civil marriage ceremonies. (SD2)

RELATING TO IDENTIFICATION CARDS. Authorizes the issuance of limited purpose identification cards for certain residents. Takes effect 7/30/2075. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
