RELATING TO ELECTIONS. Requires the chief election officer to develop and distribute a voter information guide for all candidates running for state office, including candidates running for any trustee position of the office of Hawaiian affairs. Appropriates funds. Effective 1/1/2222. Sunsets 3/1/2024. (HD1)

RELATING TO THE SAFETY OF JUDICIARY PERSONNEL. Prohibits the posting of judges' and other court staff's personal information on the Internet with the intent to intimidate or threaten. Establishes a judicial security task force to review and recommend additional measures to enhance the security of judges and judiciary personnel. Effective 7/1/2050. (HD2)

RELATING TO THE TAXATION BOARD OF REVIEW. Beginning 1/1/2023, amends the membership, composition, compensation, and duties of the taxation board of review. Amends quorum requirements. Authorizes members of the taxation board of review to validate the board's actions with a concurrence of the majority of members who heard the appeal. Specifies that board meetings are contested case hearings with certain notice requirements. Clarifies the legal and evidentiary framework for the board to use when making decisions. Appropriates funds to the department of taxation to establish staff positions. Effective 7/1/2050. (HD3)

RELATING TO THE JUDICIARY. Increases the rate of compensation and maximum allowable amounts per case for court-appointed counsel and guardian ad litem. Appropriates funds. (HD2)

RELATING TO ELECTRONIC CITATIONS. Creates an electronic citation program under the judiciary and establishes an electronic citation surcharge. Appropriates funds. Effective 1/1/2023.

RELATING TO WOMEN'S COURT. Establishes a three-year women's court pilot program within the judiciary's first circuit. Establishes temporary positions. Requires a report. Appropriates funds. Repeals 6/30/2025. (HD1)

RELATING TO REPORTS FILED WITH THE CAMPAIGN SPENDING COMMISSION. Clarifies that candidates are not required to file preliminary general reports if they are either unsuccessful or are elected to office in the primary election. Clarifies the aggregating contributions and expenditures that determine when a committee needs only to file the final election period report. (HD1)

RELATING TO THEFT IN THE SECOND DEGREE. Amends the offense of theft in the second degree to include theft of an electric gun. Effective 1/1/2222.

RELATING TO JUVENILE RESTITUTION. Requires victim restitution in certain juvenile cases. Clarifies the definition of "victim" for purposes of victim restitution in these cases. Effective 1/1/2222. (HD1)

RELATING TO UNAUTHORIZED CONTROL OF A PROPELLED VEHICLE. Creates an affirmative defense for anyone charged with unauthorized control of a propelled vehicle, where the defendant purchased the vehicle in good faith and believed themselves to be the actual owner of the vehicle. (HD1)

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
