PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION REGARDING THE FREEDOM OF SPEECH. Proposes a symbolic constitutional amendment to provide that freedom of speech protected under the Hawaii State Constitution does not include the expenditure of money to influence elections. (SD1 Proposed)

RELATING TO GUARDIANS AD LITEM. Allows the judiciary to compensate guardians ad litem for involuntary hospitalization and assisted community treatment petitions at a rate higher than existing statutory guidelines. Makes an appropriation.

RELATING TO ELECTIONEERING COMMUNICATIONS. Requires disclosure of electioneering communications to occur on the date of any subsequent expenditures for electioneering communications.

MAKING AN APPROPRIATION FOR THE VICTIM WITNESS ASSISTANCE PROGRAM. Appropriates funds to the Department of the Prosecuting Attorney of the City and County of Honolulu as a grant-in-aid for the victim witness assistance program.

MAKING AN APPROPRIATION FOR THE CAREER CRIMINAL PROSECUTION UNIT. Appropriates funds to the Department of the Prosecuting Attorney of the City and County of Honolulu as a grant-in-aid for the career criminal prosecution unit.

RELATING TO CONSTITUTIONAL AMENDMENTS. Requires the language and meaning of any proposed constitutional amendment and ratification question to be simple, concise, and direct to the extent practicable. Allows the presiding officers of the Legislature to request a written opinion of the Supreme Court regarding the legality of a proposed amendment to the Hawaii State Constitution and the corresponding constitutional ratification question. Requires the supreme court to provide a written opinion within 48 hours of receipt of the request. Requires, for any written opinion by the supreme court that invalidates a constitutional ratification question, a detailed and specific explanation of the reasons for this opinion. Prohibits any appeal of a written opinion.

RELATING TO THE JUDICIARY. Increases the number of associate judges on the Intermediate Court of Appeals from five to six. Appropriates funds.

· Videoconference testifiers for this hearing will be limited to 2 minutes each.
