RELATING TO THE OFFICE OF HEALTH EQUITY.

Establishes the Office of Health Equity within the Department of Health.  Appropriates funds.

RELATING TO HEALTH CARE.

Establishes the rural health task force within the department of health to make recommendations on registered nurse recruitment and retention in rural areas of east Maui, Molokai, and Lanai.

RELATING TO HEALTHCARE PRECEPTORS.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors.  Includes the Director of Health on the Preceptor Credit Assurance Committee.

SB 2128

      Status & Testimony

RELATING TO AIR POLLUTION.

Requires DOH to, consistent with federal law, adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines.  Requires DOH to report to the legislature by December 31, 2023, with recommendations for funding for commercial rebates or similar incentive funding to support the transition to zero-emission small off-road equipment operations.

RELATING TO PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the Board of Psychology.  Requires all school psychologists to be licensed by July 1, 2025.  Increases the composition of the Board of Psychology to include two school psychologists.

RELATING TO AMBULANCES.

Appropriate funds to the Department of Health to purchase one advanced life support ambulance to be based on the island of Molokai, and related equipment, and pay related personnel costs for state-certified emergency medical services personnel.

Allows for standard telephone contacts for telehealth purposes.
