RELATING TO MARRIAGE LICENSES.

Repeals fees related to obtaining a license to solemnize civil marriage ceremonies to conform to requirements of religious and judicial marriage performers.

RELATING TO THE OFFICE OF HEALTHCARE ASSURANCE SPECIAL FUND.

Increase the ceiling of the Office of Healthcare Assurance Special Fund to meet expanding program needs and diminish dependence on the general fund.

RELATING TO FEES.

Amends the marriage license statute to support the Hawaii Birth Defects Program, modernization of the vital statistics system, operating costs of marriage license agents, and spouse and child abuse programs of the department of human services and of the judiciary.

      Status & Testimony

RELATING TO GENETIC INFORMATION PRIVACY.

Requires direct-to-consumer genetic testing companies to adhere to certain requirements pertaining to its collection, use, and disclosure of genetic data.  Establishes fines for violations.  Allows the Director of the Office of Consumer Protection, by and through the Attorney General, to bring civil action against violators on behalf of the State or consumers for injunctions, collection of civil penalties, and recover damages.  Allows the State to recover the costs of suit and reasonable attorneys' fees.

RELATING TO ADULT MENTAL HEALTH.

Restores Department of Health Adult Mental Health Division funding and permanent positions cut during 2019.  Appropriates moneys.

SB 2241

      Status & Testimony

RELATING TO MEDICAL CARE FOR MINORS.

Permits minors to consent to medical care related to the diagnosis or treatment of HIV or the prevention of HIV.  Provides that a minor, under certain circumstances, shall not be liable for payment for treatment or prevention of HIV.  Authorizes physician assistants, in addition to physicians and advanced practice registered nurses, to render medical care and services to minors.

SB 2276

      Status & Testimony

RELATING TO ACUPUNCTURE.

Makes comprehensive updates to chapter 436E, Hawaii Revised Statutes, regarding acupuncture practitioners to reflect modernized scopes of practice, titles, and licensing and renewal requirements, including thirty hours of continuing education per licensing biennium.
