AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR AFFORDABLE HOUSING. Authorizes, and appropriates funds for, the issuance of general obligation bonds into and out of the rental housing revolving fund for low-income rental housing projects or units that are allocated low-income housing tax credits and developed for families and individuals who meet certain eligibility requirements. Effective 7/1/2050. (HD1)

RELATING TO HOUSING. Establishes the housing choice voucher landlord incentive program. Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, HRS, to establish specified incentives for landlords who participate in the tenant-based assistance housing choice voucher program under section 8 of the United States Housing Act of 1937. Requires that the Hawaii public housing authority adopt rules to establish a maximum of fifteen days after receipt of an owner's or landlord's inspection request as a reasonable time within which to inspect a dwelling unit for lease under the section 8 housing choice voucher program. Appropriates funds. Effective 7/1/2050. (HD3)

RELATING TO THE RENTAL HOUSING REVOLVING FUND. Allows the Hawaii housing finance and development corporation greater flexibility to use the funds in the rental housing revolving fund for necessary expenses in administering the corporation's housing finance programs. Effective 7/1/2050. (HD1)

RELATING TO AFFORDABLE HOUSING. Indefinitely extends the deadline for the Hawaii housing finance and development corporation to renegotiate an existing, or issue a new, ground lease for the Front street apartments affordable housing project before the corporation's requirement to initiate condemnation proceedings is triggered. Effective 7/1/2050. (HD1)

RELATING TO HOUSING. Appropriates general funds for fiscal year 2022-2023 for deposit into the affordable homeownership revolving fund. Effective 7/1/2050. (HD1)

RELATING TO CONDOMINIUMS. Increases the minimum number of residential units in a condominium project that must be offered for sale to prospective owner-occupants in the thirty-day period following the initial date of sale of the condominium from fifty per cent to ninety per cent. RELATING TO THE RENTAL HOUSING REVOLVING FUND. Deposits funds into the rental housing revolving fund to be used to provide loans or grants to mixed-income rental projects or units for persons and families with incomes between sixty-one and one hundred per cent of the median family income. Enables HHFDC to use any unused moneys for other authorized rental housing projects. Effective 7/1/2050. (HD2)
