RELATING TO TECHNOLOGY ACCESS FOR INDIVIDUALS WITH DISABILITIES. Declares the policy of the State that electronic information technology developed, purchased, or provided by the State shall be accessible to and usable by individuals with disabilities equivalent to access and use by individuals without disabilities. Requires the Disability and Communication Access Board to develop, review, and revise electronic information technology disability access standards. Requires all state entities to incorporate the disability access standards into their development and procurement policies and processes within a specific timeframe.

RELATING TO LANGUAGE ACCESS. Requires the executive director of the office of language access to submit an annual report to the governor and legislature on compliance, complaints, resolution of complaints, and recommendations to enhance and promote language access. Appropriates funds to establish limited English proficiency language coordinator positions in the departments of commerce and consumer affairs, health, and agriculture, and the Hawaii emergency management agency.

RELATING TO ELECTRONIC INFORMATION TECHNOLOGY ACCESSIBILITY FOR PERSONS WITH DISABILITIES. Requires that all electronic information technology developed, purchased, used, or provided by a state entity be made accessible to persons with disabilities. Requires the Office of Enterprise Technology Services, in consultation with the Disability and Communication Access Board and a working group comprising stakeholders, to develop and publish electronic information technology accessibility standards to be implemented by all state entities. Requires review and amendment of the standards every 3 years after the date of publication, or as needed, to reflect advances or changes in information technology.

RELATING TO HEALTH. Requires the auditor to conduct a comprehensive study of managed care organizations that administer the medicaid program in the State.

RELATING TO HOMELESSNESS. Establishes the Office of Homelessness and Housing Solutions and the Homelessness and Housing Solutions Special Fund. Makes an appropriation.

RELATING TO PURCHASES OF HEALTH AND HUMAN SERVICES. Requires cost or pricing analysis for purchases of health and human services. Adds definition of "policy board." Increases the small purchase threshold for purchases of health and human services. Authorizes heads of purchasing agencies to issue requests for statement of qualifications and to establish lists of qualified providers for treatment purchase of services. Abolishes the Community Council for health and human services.
