RELATING TO A SEX TRAFFICKING EMERGENCY SHELTER. Authorizes the department of human services to establish or contract with a victim service provider to operate an emergency shelter for minors who are victims of sex trafficking or sexual exploitation. Provides for general excise tax and fee exemptions. Appropriates funds.

RELATING TO THE OFFICE OF HEALTH EQUITY. Establishes the Office of Health Equity within the Department of Health. Appropriates funds.

RELATING TO MEDICAL LOSS RATIOS. Beginning on January 1, 2022, requires each managed care organization to annually report its medical loss ratio to the department of human services.

RELATING TO HOMELESS SERVICES. Establishes a 3-year medical respite pilot program within the Department of Human Services to provide out-patient health care and supportive services to homeless persons recently discharged from the hospital and non-hospitalized homeless persons who are being moved by police out of unauthorized spaces. Requires a report to the Legislature. Appropriates moneys.

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR ASSISTING NOT-FOR-PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES TO THE GENERAL PUBLIC. Authorizes the issuance of special purpose revenues bonds to assist The Queen's Health Systems.

RELATING TO THE REDUCED IGNITION PROPENSITY CIGARETTE PROGRAM. Authorizes additional uses for moneys in the reduced ignition propensity cigarette program special fund to support the State Fire Council and its programs and activities. Appropriates moneys.

RELATING TO VITAL STATISTICS. Requires the department of health to issue a certificate of stillbirth, upon request of the parent or parents named on a fetal death certificate issued in the case of a stillbirth. Appropriates funds.

RELATING TO TAXATION. Establishes a tax credit for verified employee blood donations made at an employer sponsored blood drive. Applies to taxable years 2022-2027.

RELATING TO CANNABIS. Amends the circumstances under which medical cannabis may be transported by and between dispensaries. Increases the allowable number of plants for production centers. Increases the number of production centers that may be allowed under a dispensary license. Increases the number of retail dispensing locations that may be allowed under a dispensary license. Redefines the term "medical cannabis production center" to include any series of structures located within the same secured perimeter fence-line. Requires the Department of Health to establish the fee structure for the submission of applications for additional production centers and retail dispensing locations and for dispensary-to-dispensary sales. Amends the Department of Health's duties with respect to the establishment of standards.

RELATING TO CANNABIS. Authorizes a non-registered qualifying patient to engage in the medical use of cannabis for a period of one year from the date of the issuance of a medical provider's certification letter, subject to certain conditions.

RELATING TO CANNABIS. Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and medical cannabis products on or near the premises of dispensaries under certain conditions.

RELATING TO CANNABIS FOR MEDICAL USE. Authorizes medical cannabis dispensaries to distribute cannabis propagules and cuttings to individuals authorized to cultivate cannabis plants for medical use, subject to quantity limits and quality requirements.

RELATING TO CONTROLLED SUBSTANCES. Expands the prohibition on promoting a controlled substance in, on, or near schools, school vehicles, public parks, and public housing projects or complexes to include group child care centers, group child care homes, public recreation centers, and youth services centers, collectively as protected areas. Requires the registration and registration renewal of methadone clinics and substance use disorder services clinics as clinics and for handling controlled substances to be contingent upon location at least 750 feet away from protected areas. Gives methadone clinics and substance use disorder services clinics one year from the effective date of this Act to comply with this Act.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair will institute a two-minute per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
