RELATING TO UNDERGROUND STORAGE TANKS. Requires the Department of Health to adopt the standard that all underground storage tanks not exceed a maximum capacity of 100,000 gallons.

RELATING TO THE DEPARTMENT OF HEALTH. Requires the Department of Health to establish and operate a laboratory capable of testing for diseases and air and water quality issues and other high complexity testing. Appropriates moneys.

MAKING AN EMERGENCY APPROPRIATION TO FUND A GRANT TO THE BOARD OF WATER SUPPLY FOR EMERGENCY OPERATIONS, FUTURE PLANNING, AND GROUND WATER REMEDIATION. Makes an emergency appropriation to the leaking underground storage tank fund to fund a grant to the Oahu Board of Water Supply for emergency operations, future planning, and remediation resulting from the contamination of the Southern Oahu Basal Aquifer; provided that the Department of Health seeks to enter into a memorandum of understanding with the United States Navy to reimburse the Department of Health for the full amount of the appropriation.

RELATING TO UNDERGROUND FUEL STORAGE TANKS. Prohibits issuance of future underground fuel storage tanks within one-half mile of an aquifer beginning July 1, 2022. Prohibits operation of and renewal of underground fuel storage tank permits located within one-half mile from an aquifer beginning January 1, 2050. Defines underground fuel storage tanks as any fuel tank with a capacity of one hundred gallons or more.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair will institute a two-minute per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
