RELATING TO COLLECTIVE BARGAINING. Establishes a collective bargaining unit for graduate assistants employed by the University of Hawaii.

RELATING TO THE UNIVERSITY OF HAWAII. Establishes the Hookaulike: A Criminal Legal System Institute for Restoration and Healing, at the University of Hawaii William S. Richardson School of Law. Appropriates moneys.

RELATING TO UNIVERSITY DISTRICTS. Provides a framework that supports consistent land use planning and development across the University of Hawaii system through designation of university districts that may include the voluntary addition of real property held by a qualified person adjacent to campuses for development consistent with university district plans and rules.

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS. Changes the number of terms that should expire each year from three to two. Adjusts the terms of Board of Regents members appointed between 2022-2026 to realign the number of terms scheduled to expire each year.

RELATING TO BROADBAND. Establishes the Hawaii broadband infrastructure authority. Defines broadband equity within the Hawaii broadband and digital equity office. Appropriates federal funds.

RELATING TO GOVERNMENT DATA. Establishes a chief data officer and data task force within the office of enterprise technology services to develop, implement, and manage statewide data policies, procedures, and standards and to facilitate data sharing across state agencies. Appropriates funds.

RELATING TO CONSUMER PRIVACY. Establishes the Hawaii consumer privacy act. Specifies various consumer rights with respect to the collection of personal information by businesses. Outlines the obligations on businesses with respect to the collection, disclosure, sharing, and selling of consumer personal information. Specifies the requirements for administration and enforcement by the department, including adoption of rules. Appropriates funds. Effective 1/1/2023.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
