RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Establishes that knowingly or intentionally providing false information concerning the name or address of a person paying for a campaign advertisement is a class C felony. Repeals certain exemptions from criminal prosecution for campaign finance violations. Increases from four years to ten years the period from which a person convicted for a criminal violation of campaign finance law shall be disqualified from holding elective office. Establishes that the exercise of enforcement authority by the attorney general or prosecuting attorney may be the basis for prosecution of campaign finance law violations. (SD1)

RELATING TO REPORTS FILED WITH THE CAMPAIGN SPENDING COMMISSION. Housekeeping measure that provides that candidates are not required to file preliminary general reports if they are either unsuccessful or are elected to office in the primary election. Amends subsections (b) and (c) of section 11-339, HRS, to make them consistent with subsection (a) by aggregating contributions and expenditures in determining whether a committee need only file the final election period report.

RELATING TO NOMINATION PAPERS. Extends by one month the deadline by which nomination papers for candidates for elected office shall be made available. Repeals on the same date of the repeal of section 4 of Act 14, Session Laws of Hawaii 2021. Takes effect 7/30/2075. (SD1)

RELATING TO ELECTIONEERING COMMUNICATIONS. Requires disclosure of electioneering communications to occur on the date of any subsequent expenditures for electioneering communications. Increases the monetary threshold that triggers disclosure of electioneering communications. Repeals the exception to the definition of electioneering communication those communications that constitute actual expenditures by the expending organization. (SD1)

RELATING TO ELECTIONS. Requires an elector to vote for the candidates whose names appeared on the presidential general election ballot and who are of the political party or group they represent and invalidates an elector's vote for failure to vote accordingly. Requires an alternate to vote in place of the original elector if the original elector fails to vote for the proper candidate. Requires an alternate elector to vote for the candidates whose names appeared on the presidential general election ballot and who are of the political party or group that the alternate elector represents and invalidates an alternate elector's vote for failure to vote accordingly. RELATING TO HAWAII PRODUCTS PREFERENCE. Amends the procurement preference for Hawaii products to only apply to agricultural goods, value-added products, and commodities. (SD2)

RELATING TO THE STATE PROCUREMENT POLICY BOARD. Repeals the Procurement Policy Board Nominating Committee. Requires the Governor to appoint four members to the State Procurement Policy Board. Requires the President of the Senate to appoint one member to the State Procurement Policy Board. Requires the Speaker of the House of Representatives to appoint one member to the State Procurement Policy Board. Takes effect 7/30/2075. (SD2)

RELATING TO PUBLIC AGENCY MEETINGS. Provides that any electronic audio or visual recording of a board meeting shall be maintained as public record and clarifies that complete minutes of the meetings are still required. (SD1)

RELATING TO THE SUNSHINE LAW. Amends the sunshine law to exempt minors from being required to state their presence in public meetings.

RELATING TO BOARD MEETINGS. Defines "board packet" and requires each state board to make its board packets publicly available at least forty-eight hours prior to the board meeting, but only if the board uses board packets. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
