RELATING TO PUBLIC NOTICES. Allows government agencies to publish public notices on an official website as an alternative to a newspaper.

RELATING TO STATE BOARDS AND COMMISSIONS. Requires certain information on the financial disclosure statements deemed to be public records for non-paid volunteer members of state boards and commissions to be redacted.

RELATING TO BOARD MEETINGS. Requires each state board to make its board packets publicly available prior to the board's meeting.

RELATING TO THE OFFICE OF INFORMATION PRACTICES. Requires the Office of Information Practices to resolve open meeting and open record complaints through either a legal determination on whether a violation occurred or guidance on the relevant legal requirements.

RELATING TO BOARDS AND COMMISSIONS. Requires the governor to appoint an individual to fill a vacancy within all boards and commissions within one hundred eighty days. Limits holdover appointments to the end of the legislative session following the expiration of the member's term. Requires department heads to inform the governor of any vacancy in any board or commission. Conforms requirements regarding holdover members of the Hawaii Tourism Authority to the requirements regarding holdover members of state boards and commissions.

RELATING TO BOARDS AND COMMISSIONS. Provides for the term expiration of a holdover member of a board or commission at the end of the first regular legislative session following the expiration of the member's term. Provides that the provisions of section 26-34, HRS, shall prevail over other inconsistent laws. If a holdover member's term is set to expire and the Governor fails to nominate a successor, authorizes the President of the Senate to nominate a successor for that board or commission.

RELATING TO INFORMAL MEETINGS. Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official county council business for purposes of permitted interactions. Clarifies that such meetings shall be meetings that are open to the public.

RELATING TO INFORMATION PRIVACY AND SECURITY COUNCIL. Amends section 487N-5(a), Hawaii Revised Statutes, to allow for each member of the Information Privacy and Security Council to designate a designee to act on the member's behalf in order to ensure quorum.

Please note the following:
· The number of videoconference testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify remotely.
· Videoconference testifiers for this hearing will be limited to two minutes each.
