      Status & Testimony

RELATING TO THE TAXATION BOARD OF REVIEW.

Adjusts membership of the State Taxation Board of Review to three paid, full-time members, and sets a two-member quorum.  Establishes compensation schedule for board members.  Authorizes board members to validate board actions by a majority of the members who heard the appeal.  Clarifies that board meetings are contested case hearings and provides notice requirements. Clarifies the legal and evidentiary framework the board may use in reaching its decisions.

RELATING TO THE SPECIAL ENFORCEMENT SECTION.

Allows the special enforcement section to examine any sector of Hawaii's economy, initiate civil investigations, and refer and recommend cases or examinations of segments of the economy to the Office Audit and Field Audit branches of the Department of Taxation for auditing.

RELATING TO PROCUREMENT.

Allows bidders to clarify or correct immaterial or technical information required as part of a bid submission for up to twenty-four hours after the bid submission deadline.  Requires that bids for construction be opened no sooner than twenty-four hours after the deadline for the submission of bids.  Defines "immaterial or technical information".

RELATING TO PROCUREMENT.

Establishes a procurement services consolidation working group, which shall develop a plan for the phased consolidation of all state executive branch procurement services and staff within five years, except those of the Department of Education, Hawaii Health Systems Corporation, and University of Hawaii, under the State Procurement Office.  Requires the working group to recommend ways to attract high quality procurement professionals to the State.  Appropriates moneys.

RELATING TO PARKING CONCESSIONS.

Exempts parking concessions from the public bidding requirements under the state procurement law.

RELATING TO GOVERNMENT RECORDS.

Allows the Comptroller to direct the transfer records to the State Records Center and determine the time period after which the records shall be transferred as directed.  Appropriates funds to the Department of Accounting and General Services for operating costs and equipment for the State Records Center and two full-time equivalent (2.0 FTE) positions within the Hawaii State Archives.

RELATING TO INFORMATION TECHNOLOGY SERVICES.

Establishes a technology services consolidation working group, which shall develop a plan for the phased consolidation of all state executive branch information technology services and staff within five years, except those of the Department of Education, Hawaii Health Systems Corporation, and University of Hawaii, under the Office of Enterprise Technology Services.  Requires the working group to recommend ways to attract high quality information technology professionals to the State.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Removes county councils as the nominating authority for members of the Hawaii Community Development Authority who serve as representatives of the Heeia, Kalaeloa, and Kakaako community development districts.  Provides that the President of the Senate and the Speaker of the House of Representatives shall each nominate representatives of each of the three community development districts.
