SB 2124

      Status & Testimony

RELATING TO NOISE CONTROL.

Enhances the control of low-frequency noise emitted from establishments regulated by county liquor commissions by setting a maximum permissible noise level in dBC measurements.  Clarifies that emission of noise that exceeds the maximum permissible noise level constitutes a noise violation.  Allows noise violations to be enforced by summons or citation issued by law enforcement officers.  Allows county liquor commissions to adopt rules to issue fines for noise violation.  Allows county liquor commissions to revoke or suspend a liquor license, deny the application, renewal, or transfer of a license, or withhold issuance of a license when the licensee or applicant fails to take corrective action to address noise complaints or violations.

SB 2137

      Status & Testimony

RELATING TO TRANSITIONAL HOUSING.

Establishes a public informational meeting requirement for receipt of a county permit to operate a halfway house, clean and sober home, or drug rehabilitation home.  Establishes a public information meeting requirement for clean and sober home registry applications.  Prohibits the inclusion on the Department of Health's clean and sober homes registry of clean and sober homes located within one-half mile of an existing public or private elementary or secondary school.

SB 2159

      Status & Testimony

RELATING TO LEAF BLOWERS.

Clarifies that the residential zone restriction on the use of leaf blowers at certain hours includes residential districts, apartment districts, and business mixed use districts.  Removes the exemption on leaf blower restrictions for government agencies.

SB 2160

      Status & Testimony

RELATING TO LEAF BLOWERS.

Prohibits the sale, offer for sale, or operation of gasoline-powered leaf blowers.  Increases the amounts of fines for offenses against leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers on a third violation.  Removes the exemption on leaf blower restrictions for government agencies.  Takes effect 1/1/2024.

SB 2914

      Status & Testimony

RELATING TO HEALTH.

Establishes the one shared health vision plan with a pilot program to be in Hawaii county.  Requires the Office of Primary Care and Rural Health to facilitate discussions with key community health and social service organizations within Hawaii county to address the health and wellness needs of the most vulnerable by aligning the goals and objectives of key organizations into a 2030 one shared health vision plan.  Requires a report to the Legislature.
