RELATING TO STATE FUNDS.

Authorizes the transfer of excess funds from the rental housing revolving fund to the dwelling unit revolving fund.  Provides that the rental housing revolving fund may be used for the HHFDC's housing finance programs.  Establishes two full-time equivalent (2.0 FTE) housing finance specialist positions.  Appropriates funds to the HHFDC for computer software and hardware; information technology improvements; videoconferencing improvements; and scanning and digitization equipment, services, and warranties.  (HD1)

RELATING TO HAWAIIAN HOME LANDS.

Requires DHHL to develop a strategic plan to meet certain housing preferences of individuals on the DHHL applicant waiting list.  Requires DHHL to submit the strategic plan to the legislature no later than 12/10/2022.  Effective 1/1/2222.  (HD2)

RELATING TO BONDS.

Requires counties or issuers that retain their allocation of the annual state bond ceiling to submit quarterly reports to the department of budget and finance on the status or use of any allocation.  Specifies that unless requested by the governor and approved by the legislature, no special purpose revenue bonds requiring an allocation of annual state ceiling shall be authorized after 6/30/2022, and before 12/31/2028.  Specifies that any allocation of the annual state ceiling to a county with a population of over 500,000 during this same time period shall be used only for rental housing projects that are eligible for the low-income housing tax credit.  Effective 7/1/2050.  (HD1)

RELATING TO PUBLIC LANDS.

Exempts lands set aside by the Governor to the Hawaii Housing and Finance Development Corporation from classification as public land subject to Department of Land and Natural Resources management; provided that the lands are not ceded lands.  Effective 7/1/2050.  (SD2)

Establishes the transit-oriented development infrastructure improvement district under the Hawaii community development authority.  Requires the transit-oriented development infrastructure improvement district board to develop a program to identify necessary infrastructure improvements within the district.  Establishes the transit-oriented development infrastructure improvement district special fund.  (HD1)

Requires the counties to maintain infrastructure within sixty days and under specified conditions, as part of any housing development for the department of Hawaiian home lands.  Effective 7/1/2050.  (HD2)

RELATING TO RURAL DISTRICTS.

Beginning 7/1/2023, authorizes the counties to adopt ordinances that allow up to one house per quarter-acre in rural districts.  Beginning 7/1/2022, requires the office of planning and sustainable development to conduct a study to refine rural district policies, make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district, and submit reports to the legislature.  Appropriates funds for the study and reports.  Effective 7/1/2050.  (HD2)

RELATING TO TEMPORARY ASSISTANCE FOR NEEDY FAMILIES.

Authorizes the department of human services to provide housing assistance subsidies of up to $500 per month to temporary assistance for needy families and temporary assistance for other needy families participants who are participating in the first-to-work program.  Appropriates funds.  Effective 12/31/2050.  (HD1)

RELATING TO INFRASTRUCTURE MAINTENANCE IN HOUSING SUBDIVISIONS.

Establishes a working group to examine and address the problem of infrastructure repair and maintenance in planned housing subdivisions that do not have compulsory homeowner associations.  Requires a report to the legislature before the 2024 regular session.  Appropriates funds subject to a county contribution of matching funds.  Effective 7/1/2050.  (HD2)

RELATING TO GEOTHERMAL ROYALTIES.

Caps the amount of royalties from geothermal resources that are to be paid to the State and to the county in which the geothermal resources are located.  Deposits royalties into the university innovation and commercialization initiative special fund, to be expended by the Hawaii institute of geophysics and planetology, to further the discovery and development of geothermal resources.  Requires the entities that received geothermal royalties to submit an annual report to the legislature.  Effective 7/1/2050.  (HD1)

RELATING TO ENERGY.

Requires the Hawaii natural energy institute to evaluate the benefits and costs of dispatching renewable energy resources considering the context of ongoing state energy planning efforts.  Effective 7/1/2050.  (HD1)

Status

RELATING TO ENERGY EFFICIENCY.

Requires and establishes deadlines for state facilities, except smaller facilities, to implement cost-effective energy efficiency measures.  Directs the Hawaii State Energy Office to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available.  Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures.  Beginning 7/1/2023, where feasible and cost-effective, requires the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project.  Effective 7/1/2050.  (HD1)

RELATING TO RENEWABLE ENERGY.

Amends the Hawaii State Planning Act to give consideration to reducing reliance on energy imports, ensuring that all new utility scale electricity generation projects are renewable, balancing of grid resources including firm renewable energy resources, reliable replacement of fossil fuel generation with balanced grid resources, prohibiting fossil fuel generation after 12/31/2045 except in certain circumstances, and expanding vocational training in renewable energy and related industries.  Takes effect 7/1/2050.  (HD1)

RELATING TO TAXATION.

Expands the renewable energy technologies income tax credit to include firm renewable energy systems.  Caps the total amount of tax credits for each firm renewable energy system at $750,000.  Sunsets the renewable energy technologies income tax credit on 12/31/2045.  Effective 7/1/2050.  (HD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST THE HAWAIIAN LEGACY REFORESTATION INITIATIVE TO RESTORE HAWAII'S FORESTS AND NATURAL RESOURCES.

Authorizes the Department of Budget and Finance to issue special purpose revenue bonds to assist Hawaiian Legacy Reforestation Initiative, LLC in its mission to proliferate a sustainable model of endemic reforestation, ecosystem revitalization, endangered species recovery, and carbon credit sequestering.  Effective 7/1/2050.  (SD1)

RELATING TO ELECTRIC VEHICLE CHARGING STATIONS.

After January 1, 2023, prohibits the issuance of a building permit for any new multi-family residential building that has ten or more parking stalls, unless those stalls are electric vehicle charger ready.  Requires cooperative housing corporations, homeowners associations, planned community associations, and condominium associations to develop plans to incorporate electric vehicle charging systems onto any of its residential properties that are newly constructed after January 1, 2023.  Effective 1/1/2050.  (HD2)

RELATING TO MICROBEADS.

Beginning 7/1/2022, bans the manufacture of a personal care product, except a non-prescription drug, that contains plastic microbeads.  Beginning 7/1/2023, bans the sale or offer for sale of a personal care product, except a non-prescription drug, that contains plastic microbeads.  Beginning 7/1/2024, bans the sale or offer for sale of a non-prescription drug that contains plastic microbeads.  Specifically exempts rinse-off cosmetics or rinse-off cosmetics that are also non-prescription drugs regulated by the federal Microbead-Free Waters Act of 2015.  Effective 1/1/2050.  (HD1)

Requires the Public Utilities Commission to establish reliability standards and interconnection requirements for renewable energy projects and community-based renewable energy projects.  Effective 7/1/2100.  (HD1)

RELATING TO THE SPAYING AND NEUTERING OF ANIMALS.

Establishes a spay and neuter special fund.  Allows funds from an income tax check-off to be deposited into the spay and neuter special fund.  Requires the department of land and natural resources, in collaboration with animal welfare groups and organizations, to conduct a point-in-time count of feral cats per main island by 6/30/23.  Requires DLNR to submit a report to the legislature on the point-in-time count prior to the regular session of 2024.  Appropriates moneys.  Effective 7/1/2050.  (HD1)

Establishes an income tax credit for taxpayers who are required to seal abandoned wells.  Clarifies the definition of the term "abandoned well".  Requires abandoned well owners to seal the well at their expense.  Appropriates funds for positions under the commission on water resource management.  Effective 7/1/2050.  (HD2)
