RELATING TO THE UNEMPLOYMENT COMPENSATION TRUST FUND. Establishes an unemployment compensation insolvency special fund to be expended solely to resolve an unemployment compensation trust fund insolvency emergency declared by the Governor. Permits the Governor to declare an unemployment compensation trust fund insolvency emergency and to expend moneys from the special fund if the Director of Finance determines that the trust fund balance is insufficient to meet the State's obligations. Appropriates moneys into the unemployment compensation insolvency special fund. Effective 12/25/2040. (HD1)

RELATING TO OTHER POST-EMPLOYMENT BENEFITS. Authorizes general obligation bonds for the payment or prepayment of other post-employment benefits liability. RELATING TO A STATEWIDE DATA HUB. Requires the department of business, economic development, and tourism to establish and maintain a statewide data hub to collect employer and employee data. Authorizes the department of business, economic development, and tourism to determine the type of employer and employee data to collect, the functions of the statewide data hub, and access and document retention policies for the data. Appropriates funds. Effective 12/25/2040. (HD1)

RELATING TO TOURISM GOVERNANCE. Requires the Legislative Reference Bureau to conduct a study that identifies and analyzes alternative tourism governance systems. Requires the study to include a solicitation of input from certain stakeholder groups. Requires a final report to be submitted to the Legislature prior to the convening of the Regular Session of 2025. Appropriates moneys. Effective 12/25/2040. (HD1)

RELATING TO THE HAWAIIAN LANGUAGE. Requires all letterheads of the State and counties to include consistent Hawaiian names, spelling, and punctuation. Requires certain state officials to prominently display a Hawaiian language translation of the name of their respective office or department at least once on the main page of their official website and in the letterhead of their stationery. Requires UH to compile a full list of all dialects and other variations in the Hawaiian language currently in use and submit a report of its findings to the legislature. Effective 7/1/2044. (HD2)

RELATING TO THE HAWAII STATE FOUNDATION ON CULTURE AND THE ARTS. Appropriates funds to the State of Hawaii Museum of Monarchy History and the State of Hawaii Museum of Natural and Cultural History, to be expended by the Hawaii state foundation on culture and the arts.

RELATING TO HISTORIC PRESERVATION. Requires the department of land and natural resources to place historical markers in the State to indicate significant sites in the life of President Barack Obama identified by the department, in consultation with the Hawaii tourism authority and state foundation on culture and the arts. RELATING TO THE HAWAII STATE ARCHIVES. Appropriates funds to establish staff positions in the Hawaii state archives. Authorizes the issuance of general obligation bonds to finance the construction of an additional building for state archives. Requires all departments, offices, and agencies to conduct an inventory of all documents in their possession related to the culture and history of Hawaii and Native Hawaiians. Requires the state archives to develop a transfer plan to acquire those documents. Effective 7/1/2044. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
