RELATING TO ENERGY. Allows for new electric vehicle charging stations having a single port to qualify for a rebate. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Allows for marketing and outreach expense to be included within allowable administration costs of the electric vehicle charging station rebate program.

RELATING TO ZERO EMISSION VEHICLE FUELING REBATES. Renames Hawaii's Electric Vehicle Charging System Rebate Program to the Zero-Emission Vehicle Fueling System Rebate Program. Adds the installation and upgrade of hydrogen refueling stations to the Zero-Emission Vehicle Fueling System Rebate Program.

RELATING TO ENERGY. Establishes a refundable income tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Amends the environmental response, energy, and food security tax to address carbon emissions.

RELATING TO A CARBON TAX ON AVIATION FUEL. Imposes a state carbon emissions tax of $6.25 per ton of carbon dioxide equivalent emissions on all aviation fuel. Directs the aviation fuel tax into the airport revenue fund. Implements a tax credit to mitigate the effects of this tax on lower income taxpayers.

RELATING TO CLIMATE CHANGE MITIGATION. Requires all public works construction projects to conform to certain carbon concrete standards.

RELATING TO ZERO EMISSION TRANSPORTATION. Establishes a zero-emission transportation rebate program within the Public Utilities Commission to enable low- and moderate-income families greater access to zero-emission vehicles by providing a rebate on the point-of-sale purchase price of zero-emission vehicles.

RELATING TO ENVIRONMENTAL PROTECTION. Prohibits the sale by motor vehicle dealers and salespersons of new motor vehicles that are solely powered by fossil fuels and designed for personal use beginning 1/1/2035.

RELATING TO ENERGY. Authorizes the High Technology Development Corporation to temporarily re-establish the Hawaii Office of Naval Research Grant Program to provide fifty per cent matching grants to Hawaii awardees of alternative energy research grants from the United States Office of Naval Research. Establishes the alternative energy research and development revolving fund. Makes appropriations.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Establishes within the Environmental Impact Survey website an interactive section to allow public comments to be submitted online. Appropriates funds.

RELATING TO SUNSCREEN. Beginning January 1, 2023, prohibits the sale, offer for sale, or distribution in the State of any sunscreen that contains active ingredients that are not generally recognized as safe and effective by the Food and Drug Administration, without a prescription issued by a licensed health care provider.

RELATING TO CARBON SEQUESTRATION INCENTIVES. Establishes the Hawaii farmland and forest soil health carbon smart incentive program (program) to incentivize carbon sequestration activities through incentives contracts that provide for compensation for eligible practices by program participants. Appropriates funds for positions and for administering the program.

RELATING TO THE ENVIRONMENT. Prohibits the sale or distribution of consumer goods for which a deceptive claim about the recyclability of the product or packaging is made. Requires the department of health to collect data and issue a material characterization study on recyclable materials collected in the State. Establishes standards for recyclability of products in the State. Prohibits the sale of any product that is labeled as compostable or biodegradable unless the product meets specified criteria.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
