RELATING TO GARDENS. Authorizes the Department of Education to develop programs to encourage the development of gardens on school property. Authorizes the Hawaii Community Development Authority to develop programs that provide incentives to establish gardens in housing projects, communities, and schools.

RELATING TO SCHOOL GARDENS. Establishes a school garden coordinator position within the Department of Education. Makes an appropriation to fund the position and related expenses.

RELATING TO DISASTER RESPONSE. Repeals language authorizing the department of education to retain federal reimbursements for disaster relief and delaying the lapsing of those funds to the general fund. Requires federal disaster relief reimbursement moneys to be deposited into a trust account of the Hawaii emergency management agency and reimbursed to the originating fund of the expending agency, with funds to be returned to the general fund upon lapse of the original appropriation. Requires annual reports to the legislature on federal reimbursement moneys, and disaster response spending by each state agency. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION. Temporarily allows licensed teachers who have retired to be employed as teachers during a state of emergency and within twelve months of their retirement. Effective 7/1/2050. Repeals on 6/30/2023. (HD1)

RELATING TO SCHOOL FOOD PROGRAMS. Appropriates funds for school cafeteria upgrades and cafeteria staff training to improve the ability of the department of education's school food programs to serve students fresh, locally grown foods. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION. Beginning 1/1/2024, requires public schools and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication, with certain exemptions. Requires all principals, guidance counselors, and teachers to perform an annual self-review of seizure disorder materials. Requires a seizure action plan for every diagnosed student to be established and distributed to employees charged with supervising the student. Appropriates funds. Effective 1/1/2050. (HD1)

RELATING TO SENSORY ROOMS. Requires the department of education to construct and implement sensory rooms for children diagnosed with autism spectrum disorder in all public schools. Appropriates funds for the planning, design, and construction of the sensory rooms. Appropriates funds for special education teachers to staff the sensory rooms.

RELATING TO PROCUREMENT. Provides additional guidance and updates the reporting obligations for state departments, including the department of education, pursuant to Acts 175 and 176 (SLH 2021), which established programmatic goals for the purchase and procurement of locally sourced products. Effective 1/1/2023.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
