Authorizes the Special Enforcement Section of the Department of Taxation to examine any sector of Hawaii's economy, initiate civil investigations, and refer and recommend cases or examinations of segments of the economy to the auditors within the Department for auditing.  (SD2)

RELATING TO THE TAX CREDIT FOR RESEARCH ACTIVITIES.

Adds a cap for the amount of tax credits for research activities that an eligible taxpayer and the taxpayer's related entities may receive per taxable year.  Consolidates the survey and certification requirements for tax credits for research activities.  Amends the annual aggregate cap on tax credits for research activities that the Department of Business, Economic Development, and Tourism may certify.  Requires certification of the tax credits for research activities on a first-come, first-served basis to be based on the date that a complete application is received, subject to certain conditions.  Effective 7/1/2050.  (SD1)

Appropriates funds to the Hawaii Technology Development Corporation for the State Small Business Credit Initiative Program.  Effective 7/1/2050.  (SD1)

RELATING TO THE HAWAII FILM AND CREATIVE INDUSTRIES DEVELOPMENT SPECIAL FUND.

Expands the funding sources and authorized uses of the Hawaii film and creative industries development special fund.  Makes an appropriation out of the special fund.  Effective 7/1/2050.  (SD1)

RELATING TO ECONOMIC DEVELOPMENT.

Establishes a definition of "economic zone".  Repeals the definition of "industrial park" in chapter 206M, Hawaii Revised Statutes, regarding the Hawaii Technology Development Corporation.  Replaces all instances of "industrial park" with "economic zone" in that chapter.  (SD1)

RELATING TO THE ECONOMY.

Establishes a public policy framework that addresses state goals in the areas of economic disaster mitigation and economic diversification.  Appropriates moneys to the Department of Business, Economic Development, and Tourism (DBEDT) to implement specific projects that address those goals.  Requires DBEDT to submit annual reports to the Legislature summarizing project outcomes, including an assessment of each project's effectiveness in achieving those goals.  Appropriates funds to staff the Hawaii Center for Advanced Transportation Technologies.  Effective 7/1/2050.  (SD2)

Status

RELATING TO GOVERNMENT OPERATIONS.

Establishes the Director of Business, Economic Development, and Tourism, or a designee of the Director, as an ex officio voting board member of the Hawaii Tourism Authority and the School Facilities Authority.  Transfers the Stadium Authority and the School Facilities Authority from the Department of Accounting and General Services and Department of Education, respectively, to the Department of Business, Economic Development, and Tourism.  Increases the amount of general obligation bonds that may be issued for the Stadium Development District.  Amends the Hawaii Community Development Authority membership to include the Director of Business, Economic Development, and Tourism and the Director of the Office of Planning and Permitting of each county, or their designee, in which a community development district is located.  Amends community representatives on each board from three to two at-large members.  Effective 7/1/2050.  (SD2)

RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE.

Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2021.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
