RELATING TO BUSINESS DEVELOPMENT IN CENTRAL OAHU. Authorizes a GET exemption for businesses investing more than $750,000 over a 10-year period and creating a minimum of 50 job positions for the purpose of business development in the Pearl-City Aiea and Waipahu opportunity zones. Establishes a tax credit for upgrading infrastructure in the Pearl-City Aiea and Waipahu opportunity zones.

RELATING TO TAXATION. Establishes a civil penalty for failure to respond to an inquiry or request for information during a state tax examination or investigation.

RELATING TO THE CIGARETTE TAX AND TOBACCO TAX LAW. Repeals the deferred payment purchase option for cigarette tax stamps. Requires licensees to pay for stamps at the time of purchase using cash, certified check, or bank transfer.

RELATING TO TAXATION. Retroactively restores the foreign-trade zones exemption from taxation under the general excise tax law, use tax law, fuel tax law, liquor tax law, and cigarette tax and tobacco tax law.

RELATING TO THE TAX CREDIT FOR RESEARCH ACTIVITIES. Adds a cap for an eligible taxpayer and the taxpayer's related entities per taxable year; consolidates the survey and certification requirements; amends the annual aggregate cap; and requires certification on a first-come, first-served basis to be based on the date a complete application is received, subject to certain conditions, for the tax credit for research activities.

RELATING TO TAXATION. Makes the state earned income tax credit refundable and permanent. Allows nonrefundable state earned income tax credits claimed for certain taxable years that exceeded tax liability for the original claim year to be credited against net tax liability in subsequent years until exhausted, up to the end of the 2022 tax year.

RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE. Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2021.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair will be instituting 2-minute per-testifer time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
