RELATING TO GENERAL EXCISE TAX EXEMPTIONS. Exempts certain foods, medical services, and feminine hygiene products from the general excise tax.

RELATING TO GAMBLING. Requires the department of Hawaiian home lands to study the feasibility of and revenue generation from limited casino gaming and address the potential public health and safety concerns arising from limited casino gaming. Requires a report to the legislature prior to the regular session of 2023. Appropriates funds.

RELATING TO ONLINE FANTASY SPORTS. Establishes an online fantasy sports contests registration and monitoring program under the department of the attorney general. Exempts registered online fantasy sports contests from state gambling laws. Appropriates funds.

RELATING TO STATE TAX ADMINISTRATION. Allows the Department of Taxation to mandate the electronic filing of certain individual, partnership, S-corporation, general excise and transient accommodations tax returns. Requires certain tax return preparers to file returns electronically. Amends the rules for electronic funds transfer to remove the authorization to require electronic funds transfer or electronic filing if the federal government required that person to file or pay electronically. Removes the timeliness requirement from the electronic funds transfer penalty. Removes the authority of the department to charge for certified copies of tax clearances. Amends the statute that mandates tax clearances for liquor license holders. Increases the aggregate cap on late filing penalties from twenty-five per cent to seventy-five per cent. Adds an additional penalty category for late filing of certain informational returns where no tax is due. Clarifies the interest calculations for taxes paid pending appeal. Provides that a partnership, estate, or trust is liable for the required withholding from a nonresident taxpayer's distributive share of income.

RELATING TO TAX EXPENDITURE ACCOUNTABILITY. Requires laws that enact, modify, or extend the availability of a tax expenditure to contain specific information, revenue estimates, and analyses before becoming law. Allows the disclosure of certain tax credit information.

RELATING TO COLLECTION OF DELINQUENT TAXES. Authorizes the Director of Taxation to apply to the circuit court to convert certain tax liens into enforceable civil judgments.

RELATING TO A BANK OF THE STATE OF HAWAII. Establishes the Bank of the State of Hawaii working group to propose legislation to establish a state-operated bank of the State of Hawaii. Appropriates moneys.

RELATING TO THE "MADE IN HAWAII" PROGRAM. Transfers the enforcement of the "Made in Hawaii" trademark from the Department of Agriculture to the Department of Commerce and Consumer Affairs. Renames the "Hawaii Made" program to the "Made in Hawaii" program. Makes an appropriation.

RELATING TO TAXATION. Establishes a $10,000 income tax credit for physicians, osteopathic physicians, and nurses who are licensed and actively practicing in the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair is instituting a 2-minute per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
