RELATING TO TOBACCO TAXES. Repeals and eliminates the deferred payment purchase option for cigarette tax stamps. Requires licensees to pay for stamps at the time of purchase using cash, certified check, or bank transfer. Effective January 1, 2023.

RELATING TO TOBACCO MANUFACTURER QUALIFIED ESCROW FUNDS. Provides a mechanism to assign non-participating tobacco manufacturers' qualified escrow account balances to the State of Hawaii. Also provides a mechanism for the financial institution acting as the escrow agent of the qualified escrow account to petition the courts to authorize transfer of funds to the State when the qualified escrow account is abandoned.

RELATING TO MONEY TRANSMITTERS Minimizes regulatory burden and eliminates redundancy for money transmitter applicants of the duplicative criminal background checks in the state and federal systems.

RELATING TO FRANCHISE TAX. Clarifies that the Compliance Resolution Fund is to receive $2,000,000 of the revenues collected under chapter 241, Hawaii Revised Statutes, provided that, if the revenues collected are under $2,000,000, the difference shall be from revenues collected under chapter 235, Hawaii Revised Statutes, not to exceed $2,000,000. The excess revenues collected under chapter 241 shall be deposited into the general fund.

RELATING TO ELECTRICAL CONTRACTORS. Makes permanent Act 65, Session Laws of Hawaii 2013, which provides a limited exemption to the licensing requirements for certain individuals in situations when an electric utility must retain qualified individuals to work with high voltage (600 volts or higher) who are not licensed in the State but are otherwise deemed qualified by the electric utility. Also makes permanent the requirement for the Board of Electricians and Plumbers to submit to the Legislature reports regarding high voltage electrical contractors.

RELATING TO LIQUOR. Beginning July 1, 2022, establishes a $0.10 per drink surcharge in addition to the liquor tax.

RELATING TO TENANT RIGHTS. Establishes a penalty for landlord violations of the residential landlord-tenant code. Establishes minimum notice requirements for landlords terminating rental agreements. Limits the allowable amount for landlord rent increases annually. Requires landlords to pay tenants when terminating or refusing to renew a rental agreement.
