RELATING TO PUBLIC SAFETY. Repeals section 46-19.8, Hawaii Revised Statutes, and Act 53, Session Laws of Hawaii 2017, which prohibited the counties from adopting codes and regulations that would require the installation or retrofitting of residential fire sprinklers in one- and two-family dwellings and other types of structures. Effective July 30, 2075. (SD1)

RELATING TO FIREWORKS. Requires the auditor of fireworks and articles pyrotechnic records for each county fire department to submit an annual report to the Legislature detailing inventory, recordkeeping, and sales of fireworks to license or permit holders. Makes a grant-in-aid to the counties to cover costs associated with reporting the information to the Legislature. Effective 7/1/2050. (SD3)

RELATING TO FIREWORKS. Increases the maximum fine that may be assessed per fireworks-related violation from $2,000 to $5,000, provided that the fireworks violation does not otherwise have a specific penalty enumerated in statute.

RELATING TO THE ENFORCEMENT OF LAWS. Establishes an expeditious adjudication system for the processing of fireworks infractions. Increases the fine for certain fireworks violations. Clarifies what constitutes a separate violation. Increases the penalty for removing or extracting pyrotechnic contents. Authorizes the Sheriff Division to enforce the fireworks control law. Requires the Attorney General to establish an explosion detection technology working group. Requires the Department of Public Safety to develop and implement a web-based reporting tool for illegal fireworks. Appropriates moneys. Effective 7/30/2075. (SD2)

RELATING TO MORTGAGE RESCUE FRAUD. Amends the definitions of a "distressed property consultant" and "mortgage assistance relief service" in section 480E-2, Hawaii Revised Statutes. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
