RELATING TO ELECTRICAL CONTRACTORS. Extends until 2033 the sunset date of Act 65, SLH 2013, which provides a limited exemption to the licensing requirements for certain individuals in situations when an electric utility must retain qualified individuals to work with high voltage (600 volts or higher) who are not licensed in the State but are otherwise deemed qualified by the electric utility. Extends until 2033 the reporting requirements under Act 60, SLH 2018, regarding high voltage electrical contractors.

RELATING TO SCHOOLS. Amends the definition of "private schools" under the compulsory attendance law to require unlicensed but accredited private schools to annually submit health and safety documentation to the Hawaii Council of Private Schools or the Hawaii Catholic Schools office. Effective 7/1/2050. (HD1)

RELATING TO WATER CARRIERS. Requires each water carrier to file a strategic plan with the Public Utilities Committee every five years. Effective 7/1/2050. (HD1)

RELATING TO HUMAN REMAINS. Accommodates the use of both traditional Native Hawaiian burial practices and environmentally-friendly burial practices by including water cremation in the treatment and disposal of human remains. Effective 7/1/2060. (HD2)

RELATING TO PUBLIC SAFETY. Requires property owners of residential real property to disclose, as part of the mandatory seller disclosures in real estate transactions, whether the installed smoke alarm is in accordance with existing building or residential codes based on information provided by the state fire council. Requires the state fire council to create and maintain an informational guide on approved smoke alarms that are in accordance with existing building or residential codes and post the guide on specified websites. RELATING TO CONDOMINIUMS. Increases the minimum number of residential units in a condominium project that must be offered for sale to prospective owner-occupants in the thirty-day period following the initial date of sale of the condominium from fifty per cent to ninety per cent. RELATING TO REAL PROPERTY. Specifies that planned community associations cannot prohibit or unreasonably restrict the use of a unit owner's enclosed yard area for personal agriculture. Effective 7/1/2050. (HD1)

RELATING TO DEVELOPMENT RIGHTS. Expands the authority of the counties to transfer development rights to address areas at risk of sea level rise, coastal erosion, storm surge, or flooding. Effective 7/1/2050. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
