RELATING TO SPECIAL PURPOSE DIGITAL CURRENCY LICENSURE. Establishes a program for the licensure, regulation, and oversight of digital currency companies.

RELATING TO FRANCHISE TAX. Clarifies that the Compliance Resolution Fund is to receive $2,000,000 of the revenues collected under chapter 241, Hawaii Revised Statutes, provided that, if the revenues collected are under $2,000,000, the difference shall be from revenues collected under chapter 235, Hawaii Revised Statutes, not to exceed $2,000,000. The excess revenues collected under chapter 241 shall be deposited into the general fund.

RELATING TO MONEY TRANSMITTERS. Minimizes regulatory burden and eliminates redundancy for money transmitter applicants of the duplicative criminal background checks in the state and federal systems.

RELATING TO OCCUPATIONAL LICENSURE. Establishes procedures and eligibility criteria for a privilege to practice public accountancy in this State for public accountants and certified public accountants licensed in another state with comparable education, examination, and experience requirements. Subjects all holders of a privilege to practice to the regulatory and enforcement jurisdiction of the Board of Accountancy. Sunsets on 6/30/2024.

RELATING TO VETERINARY MEDICINE. Authorizes the board to grant temporary courtesy and relief permits for out-of-state veterinarians. Permits licensed veterinarians to practice veterinarian telemedicine. Allows for international veterinary school graduates to qualify for the licensure examination.

RELATED TO SUMMARY POSSESSION. Requires that a current GET license number for any rental income be filed with the complaint to the court for summary possession proceedings. Requires the judiciary to submit an annual list of certain information regarding summary possession cases to the department of taxation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
