RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST THE HAWAIIAN LEGACY REFORESTATION INITIATIVE TO RESTORE HAWAII'S FORESTS AND NATURAL RESOURCES.

Authorizes the Department of Budget and Finance to issue special purpose revenue bonds to assist Hawaii Legacy Reforestation Initiative LLC in their mission to proliferate a sustainable model of endemic reforestation, ecosystem revitalization, endangered species recovery, and carbon credit sequestering.

Status & Testimony

RELATING TO A FOOD HUB PILOT PROGRAM.

Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food.

Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Authorizes the issuance of general obligation bonds for the Honalo Marshalling Yard. Requires reports to the Legislature. Appropriates funds.

RELATING TO CRIMES ON AGRICULTURAL LANDS.

Imposes extended terms of imprisonment for certain offenses against property rights committed when on agricultural land. Appropriates funds to the Department of the Attorney General to establish a Statewide Agricultural Theft Task Force.

RELATING TO THE GENERAL EXCISE TAX.

Repeals an exemption to the general excise tax for genetically engineered agricultural products.

Establishes a criminal statute for the criminal destruction of a tree on state or county property punishable as a misdemeanor.

RELATING TO THE BOARD OF AGRICULTURE.

Amends the composition of the Board of Agriculture by providing representation from the islands of Molokai and Lanai.

Appropriates funds to the Department of Agriculture to establish bovine tuberculosis control operations on Molokai, including staff, facility, and equipment.

RELATING TO BIOFUELS.

Establishes and appropriates moneys for a 2-year pilot project to grow biodiesel crops on the island of Molokai. Requires a report to the Legislature.

RELATING TO PUBLIC AUCTIONS.

Requires the disposition of any public lands under the jurisdiction of the Board of Agriculture or Department of Agriculture by public auction to be open to the public. Requires the Board of Agriculture or Department of Agriculture, as applicable, to issue public advertisements for each public auction.

RELATING TO INVASIVE SPECIES.

Requires the Hawaii Invasive Species Council to classify coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust.

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the sale and distribution of sunscreen products containing ingredients not generally recognized as safe and effective as defined by the Food and Drug Administration.

RELATING TO IMPORTED AGRICULTURAL PRODUCTS.

Requires all agricultural products sold to consumers directly or through wholesale to be displayed with a label or sign containing an identity statement declaring the products' geographical origin. Imposes penalties on vendors who display products with incorrect or misleading labels regarding the products'

geographic origin.
