RELATING TO A CARBON TAX ON AVIATION FUEL. Imposes a state carbon emissions tax of $6.25 per ton of carbon dioxide equivalent emissions on all aviation fuel. Directs the aviation fuel tax into the airport revenue fund. Implements a tax credit to mitigate the effects of this tax on lower income taxpayers.

RELATING TO BIOSECURITY. Appropriates funds for a ports-of-entry biosecurity program.

RELATING TO STATE HIGHWAYS. Establishes a goal within the Hawaii Department of Transportation for seventy-five per cent of state highways to be covered with tree canopies by 2045.

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Requires the Department of Transportation to plan for a certain amount of sea level rise in all future or amended transportation projects. Requires all Department of Transportation projects to conform to certain carbon concrete standards.

RELATING TO TRANSPORTATION. Prohibits any person from using a public road, street, highway, or similar thoroughfare to transport endangered marine species harvested from state waters for commercial purposes and marine species harvested from state waters for commercial aquarium purposes (Proposed SD1).
