RELATING TO ORGANIC WASTE. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions. Effective 7/1/2100. (HD1)

RELATING TO AGRICULTURE. Changes the law requiring all state departments to ensure that a certain percentage of food purchased consists of fresh, local agricultural products or local value-added, processed, agricultural, or food products to apply only to the DOE, DOH, PSD, DOD, and UH System. Requires each of those departments and the UH System to report to the legislature on its progress toward meeting these benchmarks and clarifies the information to be reported. Effective 7/1/2112. RELATING TO CLIMATE CHANGE MITIGATION. Requires all state building construction projects and state highway projects to use building and construction materials that seek to reduce their carbon footprint, where feasible and cost effective. Effective 7/1/2100. (HD1)
