Sir:
Your Committee on Health, Human Services, & Homelessness, to which was referred S.C.R. No. 153, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM, IN COORDINATION AND COOPERATION WITH THE EXECUTIVE OFFICE ON AGING AND COUNTY OF HAWAI‘I OFFICE OF AGING, TO CONDUCT A STUDY ON THE NECESSITY AND FEASIBILITY OF ESTABLISHING A SENIOR LIVING CENTER IN THE KA‘U DISTRICT,"
begs leave to report as follows:
The
purpose of this measure is to request
the Department of Business, Economic Development, and Tourism, in coordination
with the Executive Office on Aging and County of Hawaii Office of Aging, to
conduct a study on the necessity and feasibility of establishing a senior
living center in the Ka‘u district on the island of Hawaii.
Your Committee received testimony in support of this measure
from one member of the Hawai‘i County Council and the County of Hawai‘i
Office of Aging. Your Committee received
comments on this measure from the Department of Business, Economic Development,
and Tourism and Executive Office on Aging.
Your
Committee finds that according to the American Community Survey 2019 five-year
estimates, the Ka‘u district on the island of Hawaii supports
a population of 9,885 individuals, of which 2,519, or 25.5 percent, were sixty
years of age or older. Your Committee
further finds that County of Hawaii Office of Aging currently serves
approximately two hundred forty-eight individuals, or twenty-five percent of
the elderly population in Ka‘u, through its home and
community-based service programs. The
report requested by this measure will allow policy makers to better determine
the needs of elderly residents in the Ka‘u district.
As affirmed by the record of votes of the members of your Committee on Health, Human Services, & Homelessness that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 153, S.D. 1, and recommends that it be referred to your Committee on Finance.
