     Your Committee on Finance, to which was referred S.B. No. 3209, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TEACHER PROFESSIONAL DEVELOPMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds for the Department of Education to provide twenty-one additional hours of professional development for each teacher per calendar year.

 

     Your Committee received testimony in support of this measure from the University of Hawaii at Mānoa College of Education, Hawaii Teacher Standards Board, McKinley High School Special Education Department, Hawaii State Teachers Association, and numerous individuals.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Department of Budget and Finance; Department of Education; State Public Charter School Commission; Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO; and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3209, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
