     Your Committee on Finance, to which was referred S.B. No. 3205, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Temporarily re-establish a two-year Hawaii Office of Naval Research Grant Program within the Department of Business, Economic Development, and Tourism to provide fifty-percent matching grants to qualified businesses conducting research and development in alternative energy; and

 

     (2)  Establish and appropriate funds into and out of the Alternative Energy Research and Development Revolving Fund for the Hawaii Office of Naval Research Grant Program.

 

     Your Committee received testimony in support of this measure from the Hawaii State Energy Office; Makai Ocean Engineering, Inc.; Oceanit; and four individuals.  Your Committee received comments on this measure from the Department of Budget and Finance and Hawaii Technology Development Corporation.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3205, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
