Your Committees on Energy & Environmental Protection and Water & Land, to which was referred S.B. No. 3019, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM,"
beg leave to report as follows:
The purpose of this measure is to require and appropriate funds for the Department of Land and Natural Resources to seek and obtain accreditation for the Conservation and Resources Enforcement Program from the Commission on Accreditation for Law Enforcement Agencies by June 30, 2025.
Your Committees find that in 2009, the
Department of Land and Natural Resources' Division of Conservation and
Resources Enforcement participated in the Commission on Accreditation for Law
Enforcement Agencies' formal accreditation process. However, due to various funding and
logistical challenges, it was determined that the accreditation effort was not
feasible. This measure provides the
appropriate funding necessary for the Department of Land and Natural Resources to
participate in the accreditation process and ensure that its law enforcement
officers are properly trained and are maintaining best practices.
Your Committees have
amended this measure by making technical, nonsubstantive amendments for the
purposes of clarity, consistency, and style.
Your Committees note that the appropriation
amount in this measure to support the accreditation efforts by the Department
of Land and Natural Resources should be $1,000,000, with a recurring
appropriation amount of $750,000.
As affirmed by the records of votes of the members of your Committees on Energy & Environmental Protection and Water & Land that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 3019, S.D. 1, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 3019, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
