Your Committee on Education, to which was referred S.B. No. 2928, S.D. 3, entitled:
"A BILL FOR AN ACT RELATING TO EDUCATION,"
begs leave to report as follows:
The purpose of this measure is to establish and appropriate funds for an agricultural careers working group to study and develop an implementation plan for career pathways in the agricultural sector.
Your Committee received testimony in support of this measure from the Department of Education, University of Hawai‘i System, and Hawai‘i Farm Bureau. Your Committee received comments on this measure from the Department of Budget and Finance.
Your Committee finds
that Hawaii's future security, economic development, and sustainability depend
on further development of the agricultural sector. A qualified workforce that is employed in and
supports agriculture, food innovation, and natural resources is necessary to
advance Hawaii's goals. Your Committee
further finds that career pathways prepare young people for employment and
career success through education, training, and hands-on experience. Your Committee believes that career pathways
for the agricultural sector are essential to meet present and future
agricultural workforce needs.
Your Committee has
amended this measure by:
(1) Changing its effective date to July 1, 2051; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2928, S.D. 3, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2928, S.D. 3, H.D. 1, and be referred to your Committee on Finance.
