Your Committee on Consumer Protection & Commerce, to which was referred H.C.R. No. 69 entitled:
"HOUSE CONCURRENT RESOLUTION DESIGNATING THE MONTH OF SEPTEMBER 2022 AS CHILD CARE PROVIDER APPRECIATION MONTH,"
begs leave to report as follows:
The purpose of this measure is to designate the month of September 2022 as Child Care Provider Appreciation Month.
Your Committee received testimony in support of this measure from the Early Learning Board, Hawai‘i Children's Action Network Speaks!, Early Childhood Action Strategy, Hawaii Association of School Psychologists, and six individuals.
Your Committee finds that high quality early
care and education have a variety of positive outcomes for children, including
ameliorating the effects of poverty, detecting and remediating developmental
delays, identifying signs of child neglect and preventing further neglect, and
better preparing children for school, which all contribute to increasing their
likelihood of success in life. This
measure highlights the critical role of child care providers by designating the
month of September 2022 as Child Care Provider Appreciation Month.
As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 69 and recommends its adoption.
