Sir:
Your Committee on Economic Development, to which was referred H.B. No. 757 entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION,"
begs leave to report as follows:
The
purpose of this measure is to amend the composition of the Board
of Directors of the Hawaii Housing Finance and Development Corporation by:
(1) Adding
a member of the Hawaiian Homes Commission; and
(2) Reducing the number of public members appointed by the Governor.
Your Committee
received testimony in support of this measure from the Department of Hawaiian
Home Lands. Your Committee received
testimony in opposition to this measure from the Hawaii Housing Finance and
Development Corporation; Michaels Development – Hawai‘i
Region; EAH Housing; Schatz Collaborative LLC; Stanford Carr Development, LLC; and
Āhē Group.
Your Committee finds that the Hawaii
Housing Finance and Development Corporation is tasked with developing and
financing low- and moderate-income housing projects and administering homeownership
programs. Including the Chairperson of
the Hawaiian Homes Commission on the Board of Directors of the Hawaii Housing
Finance and Development Corporation will allow for greater collaboration between
the agencies.
Your Committee has amended this measure by:
(1) Increasing the members on the Board of Directors of the Hawaii Housing Finance and Development Corporation to eleven members, seven of whom shall be public members appointed by the Governor;
(2) Changing the effective date to July 1, 2050, to encourage further discussion; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Economic Development that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 757, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 757, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
