Sir:
Your Committee on Energy & Environmental Protection, to which was referred H.B. No. 393 entitled:
"A BILL FOR AN ACT RELATING TO GROUND TRANSPORTATION,"
begs leave to report as follows:
The purpose of this measure is to, beginning January 1, 2030, prohibit the sale of new motor vehicles by motor vehicle dealers and salespersons that are solely powered by fossil fuels and designed for personal use.
Your Committee finds that the use of
fossil fuels is the State's primary contributor to greenhouse gas emissions in
the atmosphere. To accelerate the transition of the State's ground
transportation to clean transportation alternatives, this measure prohibits the
sale or offer for sale of new motor vehicles that are solely powered by fossil
fuels and designed for personal, family, or household use.
Your Committee has amended this measure by:
(1) Inserting language that establishes goals for the State to reduce emissions that cause climate change and build energy efficiencies across all sectors, including establishing a clean ground transportation target for light duty vehicles by December 31, 2045, and for state owned light duty vehicles by December 31, 2035;
(2) Blanking the date after which the sale of new motor vehicles by
motor vehicle dealers and salespersons that are solely powered by fossil fuels
and designed for personal use is prohibited;
(3) Changing
the effective date to July 1, 2050, to encourage further discussion; and
(4) Making
technical, nonsubstantive amendments for the purposes of clarity, consistency,
and style.
As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 393, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 393, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
