Sir:
Your Committee on Transportation, to which was referred H.B. No. 160 entitled:
"A BILL FOR AN ACT RELATING TO REGISTRATION OF VEHICLES,"
begs leave to report as follows:
Your Committee finds that under existing law the registration fee for U-drive motor vehicles, or rental motor vehicles, is less than all other motor vehicles. Your Committee believes the existing registration fee for rental motor vehicles does not equally reflect the actual amount rental motor vehicles use the State's roadways. This measure will create a more equitable application of the motor vehicle registration fee to all types of motor vehicles.
Your Committee has amended this measure by:
(1) Inserting an effective date of July 1, 2050, to encourage further discussion; and
(2) Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 160, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 160, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
