SENATE RESOLUTION
Requesting the governor, lieutenant governor, and heads of principal departments to prominently display a Hawaiian translation of the name of their office or department at least once on the main PAGE of their official website and in the letterhead of their stationery.
WHEREAS, ‘Olelo Hawai‘i, or the Hawaiian language, is Hawai‘i's indigenous and first language, as well as the original language of Hawai‘i's executive, judicial, and legislative branches; and
WHEREAS, Hawaiian is an official language of Hawai‘i pursuant to section 1-13, Hawaii Revised Statutes; and
WHEREAS, during his reign, King Kamehameha III famously declared, "He aupuni palapala ko‘u" or "Mine is the kingdom of education", in reference to the Kingdom of Hawai‘i's high literacy rate; and
WHEREAS, this level of literacy continued into the 1900s, during which time, according to the 1910 United States Census, 95.3 percent of Native Hawaiians were literate; and
WHEREAS, due to a myriad of political, economic, and social pressures, the Hawaiian language was materially marginalized, leading to its atrophy and eventual formal and practical exclusion from public and civic spaces; and
WHEREAS, despite this marginalization, due to the efforts and resilience of the Hawaiian language community the Hawaiian language has been maintained and its vitality restored for future generations; and
WHEREAS, the use of the Hawaiian Language by various branches of the State's government demonstrates the State's commitment to perpetuating one of its official languages; and
WHEREAS, additional measures can be taken to recognize, celebrate, and perpetuate the Hawaiian language; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Governor, Lieutenant Governor, and heads of principal departments are requested to prominently display a Hawaiian translation of the name of their office or department at least once on the main page of their official website and in the letterhead of their stationary; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; Lieutenant Governor; Comptroller; Chairperson of the Board of Agriculture; Acting Attorney General; Director of Finance; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Adjutant General; Chairperson of the Board of Education; Interim Superintendent of Education; Chairperson of the Hawaiian Homes Commission; Director of Health; Director of Human Resources Development; Director of Human Services; Director of Labor and Industrial Relations; Chairperson of the Board of Land and Natural Resources; Director of Public Safety; Director of Taxation; and Director of Transportation.
