SENATE CONCURRENT

RESOLUTION

REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO CONDUCT A STUDY ON THE ECONOMIC IMPACTS OF DOMESTIC OUT-OF-STATE STUDENTS.

WHEREAS, Hawaii is a tropical destination for tourists and students alike; and

WHEREAS, as the State seeks to diversify its economy, it is critical for businesses and industries to provide good jobs and growth potential; and

WHEREAS, the education sector is capable of providing both good jobs and growth potential; and

WHEREAS, in a report dated October 2020 and titled, " The Economic Impact of International Students in Hawaii--2020 Update" (2020 Report), the Department of Business, Economic Development, and Tourism analyzed the impact of international students on Hawaii's economy; and

WHEREAS, the 2020 Report estimated that, in calendar year 2019, international students directly contributed $185,000,000 to the state economy in living expenses and tuition, among other economic activities; and

WHEREAS, the 2020 Report also estimated the "ripple effect", or indirect economic impact, of international students, as follows:

(1) $381,200,00 in economic output generated, including direct, indirect, and induced effects;

(2) $29,200,000 in state taxes generated;

(3) $168,400,000 in household income generated; and

(4) Nearly four thousand jobs supported by international student spending; and

WHEREAS, the 2020 Report illustrates the powerful economic impact of international students in the State, and, by implication, the powerful impact that other out-of-state students likely have on the economy as well; now, therefore,

BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism is requested to conduct a study on the economic impacts of domestic out-of-state students, i.e., non-international students, on the state economy, in similar scope and form as the 2020 Report; and

BE IT FURTHER RESOLVED that in conducting the study, the Department of Business, Economic Development, and Tourism is requested to analyze the economic impacts of all domestic, out-of-state students in the State, including four-year degree students, two-year degree students, and short-term students; and

BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than September 1, 2023; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism.
