A BILL FOR AN ACT
RELATING TO INFORMATION TECHNOLOGY STEERING COMMITTEE.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds it to be in the best interest of the public to allow the members of the information technology steering committee to serve four-year terms without regard to holdover provisions in section 26-34, Hawaii Revised Statutes, because their institutional knowledge of the State's complex information systems would assist the chief information officer in developing the State's information technology standards and policies. In addition, the legislature finds it to be in the best interest of the public for the superintendent of education and president of the University of Hawaii to each appoint representatives to the committee. Further, to ensure both accountability and transparency, the information technology steering committee shall publicly receive at a regularly scheduled committee meeting the office of enterprise technology services annual report prior to its submittal to the governor and the legislature.
The purpose of this Act is to preserve the continuity of the information technology steering committee to properly administer section 27-43, Hawaii Revised Statutes, and to establish four-year terms for its members, while redefining the composition of the committee.
SECTION 2. Section 27-43, Hawaii Revised Statutes, is amended as follows:
1. By amending subsection (b) to read:
"(b) There is established an information technology steering committee to assist the chief information officer in developing the State's information technology standards and policies, including but not limited to:
(1) Assisting the chief information officer in developing and implementing the state information technology strategic plans;
(2) Assessing executive branch departments' progress in meeting the objectives defined in the state information technology strategic plans and identifying best practices for shared or consolidated services;
(3) Ensuring technology projects are selected based on their potential impact and risk to the State, as well as their strategic value;
(4) Ensuring that executive branch departments maintain sufficient tools to assess the value and benefits of technology initiatives;
(5) Assisting the chief information officer in developing state information technology standards and policies; and
(6) Clarifying the roles, responsibilities, and authority of the office of enterprise technology services, specifically as it relates to its statewide duties.
The information technology steering
committee shall consist of eleven members[,] appointed for four-year
terms without regard to the holdover provision in section 26-34, with [four]
three members to be appointed by the senate president, [four] three members to be
appointed by the
speaker of the house of representatives, one member to be appointed by the chief justice, [and]
one member to be appointed by the governor, [and] one member to be
appointed by the superintendent of education, and one member to be appointed by
the president of the University of Hawaii.
The committee [shall] may include representatives from
executive branch departments[, including large user agencies such as the
department of education and the University of Hawaii; the judiciary]; the
legislature; and private individuals.
The chief information officer shall serve as an ex officio member of
the committee and as [the] its chair [of the committee and
shall ensure that the committee is evaluated periodically]. Another member of the committee shall be
selected by the committee members to serve as its vice-chair. Each member shall hold office until the
member's successor is appointed."
2. By amending subsection (e) to read:
"(e) The chief information officer shall [submit
an] present the annual report for the office of enterprise
services to the information technology steering committee for public comment
prior to submitting it to the governor and the legislature, which shall
be no later than twenty days prior to the convening of each regular session
of the legislature. The annual report
shall include updates on the activities and programs under the authority of
the chief information officer and the information
technology steering committee, and the expenditures of all moneys
received from all sources and deposited into the information technology trust
account and the shared services technology special fund."
SECTION 3. For the purpose of bringing the information technology steering committee into compliance with section 2 of this measure, the president of the senate and speaker of the house of representatives shall each remove one member they appointed to the committee; and the superintendent of education and president of the University of Hawaii shall each appoint a member to the committee.
SECTION 4. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 5. This Act shall take effect upon its approval.
