A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE twenty-fourth SENATORIAL DISTRICT.

ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $34,688,890 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the twenty‑fourth senatorial district, as follows:
1. Ahuimanu Elementary School
A. Plans, design, construction, and equipment
for an Americans with Disability Act accessible pathway; ground and site improvements;
and equipment and appurtenances.

SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this section, are hereby appropriated out of the state legacy land special fund of the State of Hawaii for fiscal year 2022-2023.

SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 4. (a) The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items (1) through (9) shall be expended by the department of education;
(2) The sums appropriated in item (10) shall be expended by the department of health; and
(3) The sums appropriated in item (11) shall be expended by the University of Hawaii.
(b) The sum appropriated for the capital project set forth in section 2 of this Act shall be expended for the purposes of this Act by the department of land and natural resources.
SECTION 5. This Act shall take effect on July 1, 2022.
