A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-first SENATORIAL DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $50,500,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the twenty-first senatorial district, as follows:
1. Farrington Highway
A. Highway widening from Helelua street to Mohihi street.

Construction $25,000,000
Total funding $27,000,000
B. Highway mauka sidewalks.
Design $1,500,000
Construction $15,000,000
Total funding $16,500,000
2. Papahana o Kaiona, Waianae, Oahu
A. Construction of an alternative learning program facility.
Land acquisition $1,000,000
Design $250,000
Equipment $250,000
Construction $500,000
Total funding $2,000,000
3. Nanakuli High School and Intermediate School
A. Baseball field renovation.
Design $500,000
Construction $1,000,000
Total funding $1,500,000
4. Waianae High School
A. Marine science learning center expansion.
Design $500,000
Equipment $500,000
Construction $1,000,000
Total funding $2,000,000
5. Waianae Coast Comprehensive Health Center
A. Food distribution and social services center.
Design $250,000
Equipment $250,000
Construction $1,000,000
Total funding $1,500,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in item 1 shall be expended by the department of transportation;
(2) The sums appropriated in items 2 through 4 shall be expended by the department of education; and
(3) The sum appropriated in item 5 shall be expended by the department of health.
SECTION 4. This Act shall take effect on July 1, 2022.
