A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Seventh SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The seventh senatorial district encompasses the islands of Molokai, Lanai, and Kahoolawe, as well as Hana, east and upcountry Maui to Kahului airport. As one of the "canoe" districts, each island area has vastly different capital improvement project needs.
The purpose of this Act is to appropriate funds for capital improvement projects in the seventh senatorial district.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $193,553,700 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the seventh senatorial district, as follows:
1. Upcountry Maui Watershed, Maui

SECTION 3. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital improvement projects set forth in section 2 of this Act shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items (1) to (7) shall be expended by the department of land and natural resources;
(2) The sums appropriated in items (8) to (18) shall be expended by the department of transportation;
(3) The sums appropriated in items (19) to (22) shall be expended by the department of accounting and general services; and
(4) The sums appropriated in items (23) to (24) shall be expended by the department of health;
(5) The sums appropriated in items (25) to (35) and (38) shall be expended by the department of education;
(6) The sum appropriated in item (36) shall be expended by the department of labor and industrial relations; and
(7) The sum appropriated in item (37) shall be expended by the department of agriculture.
SECTION 5. This Act shall take effect on July 1, 2022.
