A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the nineteenth senatorial district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $124,320,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of financing capital improvement projects for the nineteenth senatorial district, as follows:

1.   To be expended by the department of transportation:

     A.   Fort Weaver road, Oahu

          Construction for road improvements and the extension of Keaunui drive to Renton road.

          Construction                               $34,000,000

               Total funding                         $34,000,000

2.   To be expended by the University of Hawaii:

     A.   University of Hawaii, West Oahu

          Construction for campus improvements.

          Construction                               $10,000,000

               Total funding                         $10,000,000

3.   To be expended by the department of education:

     A.   James Campbell high school, Oahu

          Construction, equipment, and appurtenances for an athletic complex, including a new stadium, synthetic track, press box, restrooms, and a concession stand; ground and site improvements.

          Construction                               $27,000,000

          Equipment and appurtenances                $10,000,000

               Total funding                         $37,000,000

     B.   Ilima intermediate school, Oahu

          Design, construction, equipment and appurtenances for a new sixth grade building; ground and site improvements.

               Total funding                         $35,000,000

     C.   Iroquois Point elementary school, Oahu

          Plans, design, and construction for a playground cover or awning.

     D.   Pohakea elementary school, Oahu

          Plans, design, and construction for an outdoor performance stage area.

     E.   Keoneula elementary school, Oahu

          Construction for school-wide renovations of aging campus; ground and site improvements; equipment and appurtenances.

     F.   Ewa Beach elementary school, Oahu

          Plans, design, and construction for a covered outdoor recreational classroom and educational facility.

          Plans                                      $  400,000

               Total funding                          $4,800,000

SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agencies for the purpose of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2022.
